And apparently places like JCMU that are owned by Shiga Prefecture, have to use up all the money budgeted to them for the year or else they are penalized or something like that, I can't remember exactly what I was told. However I too agree that its stupid to be doing any kind of roof work during the winter. And I can't say I've ever heard of someone painting their roof until now. There was an entire MONTH where there was NOBODY here. I'd not actually bothered to look out my window since you mentioned the red thing and now I'm also slightly puzzled.
