		<description>I actually talked to someone or other during the break about why they were doing it now as opposed to summer time (no students here, no snow to get in the way...) and they told me they THOUGH it was because most places in Japan have budgets that "begin" in the month of March.  And apparently places like JCMU that are owned by Shiga Prefecture, have to use up all the money budgeted to them for the year or else they are penalized or something like that, I can't remember exactly what I was told.  However I too agree that its stupid to be doing any kind of roof work during the winter.  And I can't say I've ever heard of someone painting their roof until now.</description>
